Well, thinking out loud here, my comments initially would be; Since Google Searches are simplistic my thoughts would be some trial and error approaches and even contacting them to assist me if I so needed. Google has the biggest database of web pages to help us locate all the geniuses of course.
Indeed if I were in charge of such a project, then I would wish to play around with it a bit and try new things and then answer the question of "How" after playing around with the search engines a bit and to that point why use one search engine? And what about some of the newer search engine algorithms being developed at Berkeley, Stanford or we know there are also multiple search engines sites, who might have just what I (we) might need.
The Search Continues, but which parameters shall we use? Well consider if I was to search: [ "philosophy" "art" "science" ] as a combo search, then I would perhaps find many pages of Category Sites or Colleges with all those listed on the same page. But down a ways I would find in the 15,000 range many people who had put up their resumes, Blogs, interests, etc and contact them.
Now lets say I wanted future thinkers for Military; I might search; ["theory" "mathematics" "physics" "military"]. For politics or leaders, I might consider comments in the top psychology papers of our day or the comments in one of these papers and pick items which might show in spirit such things as [ "Machiavellianism, Poise and Polish, Achievement Drive, Forcefulness, Wit" ].
