Each time you move up they will give you more money for doing less work and pay you extra if you can waste more money each year and increase the budget of the bureaucracy. It is a perfect little system for people who do not want to work.
For all those lazy folks out there who are looking for an easy way out and to do as little as possible, I recommend a good government job. A career in government can be very rewarding as you can screw off all day and do nothing, drink free coffee and make excuses as to why you didn't get anything done. You can use your creative ability to design and conjure up better and better stories for your excuses and even figure out who to blame.
